The Qualities of a Resilient UK Prime Minister

In the light of Dominic Cummings' evidence to the recent parliamentary Committee it is crucial to determine whether the British Prime Minister and State can cope with a crisis.
Which qualities does the Prime Minister and the British state need to have to cope with a crisis?
The ability to anticipate a crisis and stress test the country's systems and services to cope with it
If there are deficiencies in crisis coping mechanisms then the state and the PM and must take steps to ensure any such deficiencies are rectified as soon as possible
Admit mistakes but learn from them and not repeat them!
Be honest and trustful with the UK populace
The PM must have the ability to comprehend and tackle complex issues and explain to the UK populace the way this has been achieved
The PM must respond astutely and honestly to media demands
The PM must link ethical values to policies pursued that will link the party to the UK electorate
The PM must understand the wider currents of domestic and foreign policy and how they might affect the risks the country will face
It would also be good for the PM to have relevant experience in dealing with difficult issues and managing a crisis.
The systems and structure of the state must be reviewed in the light of the risk pressures we have and will face.
Have we passed the exam?
This applies to Covid, Climate change, Social Care and any other crisis our society will face.
Any future Covid enquiry will need yo take these points on board as well.
Does our present political system match up to the requirements of a modern risk challenged society?
I don't think it does.
The success of the Covid vaccination process cannot be allowed to detract from earlier failures!
We must minimise the failures to maximise the resilience of our country!
