On the eve of the CIPFA Conference I have still not received any response from CIPFA to my original conference questions.
We can live in hope!
I have done some additional research on the management consultancy of our departed CIPFA CEO which he started whilst being in his CIPFA post.
The questions are listed below.
Perhaps we can get some responses now?
..............................................................................
Dear Council Secretary
We are approaching the CIPFA AGM and my earlier questions to you for the CIPFA July 2024 AGM still remain unanswered.
Can you please address this matter urgently along with my earlier questions!
Given that CIPFA Group contribution fell by nearly 94% from 2022 to 2023 or from just over £1.1 m to just £70k!
In the light of this I have examined the accounts of the departed Chief Executive's management consultancy company which he set up circa 2 years ago.
The capital and reserves of Lilliput Advisory Services increased from £16.1k in 2023 to £104.25k in 2024. The 2023 results covered a period of 10 months.
This is an increase of nearly 5.5 times!
I suppose it is good to know that someone is making money?
Can CIPFA please explain:
C1. Why the departed Chief Executive was allowed to run his own management consultancy whilst still being CIPFA CEO?
C2. How much time did the departed Chief Executive spend on his management consultancy?
C3 Was this his own time, CIPFA time or some combination of the two?
C4. Why did CIPFA's financial performance reduce whilst the departed Chief Executive's management consultancy's financial performance increase in these respective time periods?
C5. How did the departed Chief Executive obtain his clients for his management consultancy?
C6. Did he take away any CIPFA Management consultancy clients and did his role constitute a conflict of interests with CIPFA?
C7 Does CIPFA regard it as acceptable, moral and ethical for its Chief Executive to simultaneously run his own management consultancy?
C8. Can the new Chief Ex ecutive of CIPFA confirm he has no equivalent external roles to the departed Chief Executive?
Regards
Roman Haluszczak
